RULES OF CONDUCT
ODCC RULES OF CONDUCT AND RACE FORMAT


14.00    The following pledge is to be adhered to by all members of the Okanagan Dwarf Car Club:
    1 – To be honest and abide by the rules as they are presently and in the future written.
    2 – To treat each other with the respect as fellow racers they deserve.
    3 – Accept decisions by the executive as final.
    4 – Propose any rule modifications during rule change meetings only (excluding special circumstances).

14.01 Drinking of intoxicating beverages or the illegal use of controlled substances on the racing premises are strictly forbidden.  Any person who shows evidence of having partaken of alcoholic beverages or drug use will be required to leave the racing premises immediately and will be subject to a fine of $100.00.  The drinking of intoxicating beverages may be permitted by track management after the conclusion of the last race of the program.

14.02 ODCC reserves the right to reject or allow entry of any driver or car.

14.03 Abuse or confrontation of any racetrack or ODCC official and/or use of abusive language is strictly prohibited.  Fighting or combative behavior in pits or on track premises at any time is also strictly prohibited.  This includes actions of driver, owner, or any crew or guests.
 
FAILURE TO ABIDE BY THESE RULES WILL RESULT IN THE FOLLOWING PENALTIES:
1st Offense:         Disqualification and loss of points and money for that night.
2nd Offense:        Disqualification and loss of points year-to-date, money for that night and a fine of $100.00.
3rd Offense:        Car and owner will be suspended for the remainder of the season.

14.04 Anyone leaving their own pit space to confront another driver or crewmember will subject their own car and driver to risk of immediate suspension and fine.

14.05 Drivers, owners, and/or crew shall have no claims or actions of any kind against or cause of action for damages of any kind, expenses, or otherwise against ODCC, any track owner, promoter, or official by reason of disqualification or damage to either car, driver, or both.  This regulation shall be deemed a covenant not to sue made by each driver, owner, and/or crewmember to ODCC, any track owner, promoter, or official with respect to any alleged act or omission or agreement by any of them.

14.06 There will be no dumping of any petroleum products or tires at any track.  Most tracks provide containers for used oil and do not accept tires.  Violation of this rule can result in suspension from ODCC.  This rule covers also the general courtesy of not littering.  ODCC members are encouraged to clean up the litter in their pit space before leaving the track.

14.07 Professional conduct is expected from all competitors, crew, and guests at all times at racing events.  Participants should behave in a fashion that reflects favorably on ODCC as an organized motorsports class association.  Disruption and counterproductive behavior will not be tolerated from any driver, owner, crewmember, or guests.  Failure to adhere to this philosophy can result in fines or suspension for the car, driver, and/or other members.

THE DRIVER ASSUMES RESPONSIBILITIES FOR THE ACTIONS OF THEIR PIT CREW AND GUESTS.

GENERAL RACING PROCEDURES

15.01 No car may enter any racing event without passing complete technical and safety inspection.  Cars passing complete inspection will be marked with ODCC designation.  Complete inspection can also occur at any time or at any track, without notice.

15.02 Any eligible, registered driver may drive a registered, qualified car.  A driver may change to a different car after starting any scored race/event, so long as it is a registered, qualified car. If you change cars, you must start in the back of the field.  If racing for points the points stay with the car.
In the situation where a members car is broken or destroyed a driver/owner can buy, borrow, rent or otherwise get another car to continue their season starting on the next race day following the date the car was disabled.  They must display their numbers on the car to get points.

15.03 A rookie is anyone deemed not having current recent dwarf car racing experience.  Rookie drivers will display a 36” piece of caution tape off the rear of the car for a minimum of three race nights and then be subject to review.  All rookies will start at the rear of the field.

15.04 Starting position for heats will be decided by qualifying laps or current points position.  All races will start inverted.  Any driver may choose to start at the rear of the field.

15.05 A car arriving too late to qualify will start at the rear of the pack.

15.06 All drivers must be ready to compete in the event for which they are scheduled.  Any driver not ready to compete when called may be sent to the rear of the race or eliminated from that race at the discretion of the track or ODCC officials.

15.07 Race may be started at starter’s discretion once drivers have been notified to be ready.  Disposition of cars not in proper position is entirely at the discretion of the track or ODCC officials.  Cars will line up in pairs at the start and there will be no passing before the start/finish line.

15.08 At the start of any race, all cars must complete at least one full lap or the race is considered a complete restart.  If two or less cars are involved in the yellow, they will restart in the back of the field.  If three cars or more are involved in the yellow, all cars will restart in their original starting position.

15.09 After the official start of the race, all cars involved in a yellow will go to the back of the field.  In the event of a mishap on the track and a caution flag comes out, all cars must remain in single file in the order in which they were running when the yellow was displayed.  Reduce speed and hold your position.  If a pass was being attempted but not yet completed when the yellow came out, return to your previous position.  Any car/driver not returning to his/her correct position will be penalized two positions at the end of the race.  If caught a second time not returning to the correct position on the same race night, you will be placed at the rear of the field, and a third infraction will cause disqualification.

15.10 Restarts after the first lap will be single file.

15.11 Any car that cuts across corners or re-enters the track from the in-field must do so with caution when re-entering the racecourse and cannot improve his/her position.

15.12 Black Flag Conditions:
 Any car who spins twice, unassisted and is the cause of a yellow flag by each of his spins in a race will receive the black flag.
Any car that spins three times unassisted in any combination of races on race day and causes a yellow flag is done for the remainder of the day.
Noncompetitive cars which are a hazard to the other cars will receive the black flag.

15.13 There will be no stopping on the racetrack to contest any official’s decision.  Anyone stopping will be disqualified from the race.  Offenses may result in suspension from ODCC.

15.14 Passing - If a car is being passed on the inside, once the overtaking cars front wheel is even with the door of the car being passed the car being passed must yield to the passing car.

15.15 Upon completion of the main event, the top four cars to finish the race will report to the tech area.  Failure of a driver to present his/her car to the tech area prior to returning to his/her pit area will result in their immediate disqualification. 

15.16 It is understood that the number or order of scheduled events may have to be changed unexpectedly due to track or weather conditions or other extenuating circumstances.  ODCC will use it's best efforts to minimize the effect upon the show and racers.

15.17 If a car for some reason does not get into position for a start, the field will move straight ahead to fill the gap without crossing over.

15.18 Working on your car under the red is under the discretion of each track.  If the yellow comes out and you are still working on your car, you must go to the back of the field.

ANNUAL AWARDS

16.01    Series Champion, 2nd place, 3rd place & Rookie-of-the-Year will be based on series points.
The following awards will be voted on by the drivers and they will include, but not be limited to:


Best Appearing Car
Hard Luck
Most Improved Driver

FLAG RULES

17.01 Any driver who does not obey the flag rules will be subject to lap penalties, disqualification, or suspension.  From the start of the race to the finish, the Flagman controls the race.  Drivers must watch and obey the Flagman.

Green Flag:     Start of Race
Yellow:     Slow down and hold your position.  Watch for danger on the track.  Do not pass.
Red:         STOP.
Blue:         Faster car about to lap you, hold your line.
Black:         Pull off track for consultation.  Rule infraction or mechanical problem.
Red/Yellow:    Restart.
White:        Entering last lap.
Checkered:     Finish of race.

DIRECTOR OF COMPETITION (PIT BOSS)

18.01 On the day of the race event, the club's Vice President is the Director of Competition and is the final authority concerning:

All race formulas and procedures.
Interpretation of rules for competition.
Levying any penalties, suspensions or fines resulting from violations.

18.02 The Director of Competition will have the final authority on a race day  and any problems concerning the tech areas.

PROTESTS, COMMENTS, OR COMPLAINTS

19.01 Only protests for alleged violations or infractions of rules, regulations, or specifications as covered in ODCC rules are allowed.  Protests must be filed with an ODCC official in writing within 30 minutes of the posting of the race results.  All protests will be forwarded to the Executive for review at a later date.  Initial response will be handled within seven days.

19.02 Any person against whom a protest has been lodged shall have the right to file answers to the charges.

19.03 Decisions by ODCC concerning the outcomes of protest will be final.

19.04 ODCC reserves the right to order the removal of any part and/or equipment illegally used or found during any inspection.  Refusal to remove the illegal part may result in suspension for the remainder of the event and loss of all points and money accumulated for that event.

19.05 Comments, positive or negative, regarding ODCC procedures, rules, or actions will be accepted in writing for consideration by ODCC.  Written comments will be given greater consideration than verbal comments.  All written comments must be signed.

19.06 Any paidup member in good standing can propose rule changes but only members who have owned or raced a club legal (passed tech) car in the preceding season may vote on the proposed chages to the rules.  One vote per car.

19.07 Engine legality protest requires $200.00 cash for teardown for a compliance check.  Any driver may protest the engine legality of another driver's car by posting $200.00 cash as a protest fee.  If the engine is determined to be legal, the $200.00 will go to the protested car owner to cover teardown expenses. If the engine is determined to be illegal, the $200.00 will be refunded to the person who filed the protest.  If found illegal the protested driver is subject to loss of all points accumulated since last engine tech and the purse for that night.  Protested driver cannot race again until he has had the engine checked and sealed by tech officials and paid a $50.00 tech fee to the association.

20.00  Points will be awarded by the following table.

10 points are awarded for taking a green flag and completing at least one lap on any race day.  (Maximum of 10 points on any one day.)
10 points will be awarded for participation in non club sanctioned races.

In the situation where there is a sale of a car and the same number is transferred and used by the new owner and or driver, all points that were awarded to the prior owner/driver of the car will remain with the prior owner/driver and the new car owner/driver will start with zero points upon the date of sale.

A driver/owner can have another qualified person drive his/her car and receive points for that race day.  Any person driving an ODCC car in a club points event must be a club member and the rookie rule applies.  The points stay with the car.

To be eligible for points cars must meet all rules as specified in the current year rule book.  Only cars displaying the agreed series sponsor's signage shall receive points towards the series championship.

Invitational races are open to track prizes for all entries but only legal club cars can gain points.
Payout at the end of the year will be on a percentage basis by the formula:
Total points of car / Total points  for all cars X 100%


ANY RULES OR REGULATIONS NOT COVERED IN THIS BOOKLET WILL BE DETERMINED ON A TIMELY BASIS BY ODCC EXECUTIVE AND THEIR DECISION IS FINAL.
